For most US categories it's 13.6% of the total the buyer pays (item price plus shipping), then 2.35% on anything above $7,500 — plus a per-order fee of $0.30 on orders of $10 or less and $0.40 on orders over $10. The rate is lower in some categories: guitars and basses 6.7%, heavy equipment 3%, athletic shoes $150+ 8% with no per-order fee.
Yes. The final value fee is calculated on the total amount the buyer pays, including shipping and handling. A $25 item with $5 shipping is fee-calculated on $30, not $25.
A flat fee added to every sale: $0.30 on orders of $10.00 or less, $0.40 on orders over $10.00. It's waived for athletic shoes priced at $150 or more. It makes cheap items much more expensive to sell in percentage terms — 16.6% on a $10 order versus 13.6% on a $1,000 one.
